Our electoral system works against ‘putting the country first’

Elaine Byrne argues that our electoral system produces a political culture of localism which takes precedence over true republicanism and putting the country first.   Where promotion to the ministerial ranks is often determined by geographical considerations to produce a national government inherently compromised by regional lobbyists.
